Here is the officially published decree of this morning’s call-up of 150,000 conscripts into the armed forces of the Russian Federation. By law, all men in the country between the ages of 18 to 30 are required to serve 12 months of military service (the age was raised by three years in January), and conscription is levied in both Autumn and Spring. Before today, Russia had an estimated 1.32 million active and another 2 million reserve military personnel. As the conscription clanked into place, the Kremlin promised the country that none of the new men would be deployed in Ukraine because -according to Russian law- that would be illegal. However, the decree also discharges ranks up to sergeant who’ve already served their compulsory service, and the continued intake of untrained bodies in such numbers, while conducive to Russia’s meat-grinder tactics, will at the same time swell the military’s problems with logistics and equipment. DECREE
PRESIDENT OF THE RUSSIAN FEDERATION
On the conscription of citizens of the Russian Federation for military service in April July 2024 and on the dismissal from military service of citizens undergoing military service under conscription Guided by the federal laws of May 31, 1996 No. 61-
FZ “On Defense” and of March 28, 1998 No. 53-FZ “On Military Duty and Military Service”, I decree:
- From April 1 to July 15, 2024, carry out conscription for military service of citizens of the Russian Federation aged 18 to 30 years who are not in the reserve and are subject in accordance with Federal Law of March 28, 1998 No. 53-FZ “On military duty and military service” conscription for military service, in the amount of 150,000 people.
- Carry out, in accordance with Federal Law No. 53-FZ of March 28, 1998 “On Military Duty and Military Service,” the dismissal from military service of soldiers, sailors, sergeants and foremen whose term of conscription military service has expired. The Government of the Russian Federation, executive authorities of the constituent entities of the Russian Federation and conscription commissions shall ensure the implementation of activities related to the conscription of citizens of the Russian Federation for military service.
- Federal ministers, heads of federal services and federal agencies ensure compliance with the provisions of Federal Law No. 53-FZ of March 28, 1998 “On Military Duty and Military Service” in relation to citizens of the Russian Federation who are not in the reserves and are subject to conscription

military service, accepted for service (work) in federal ministries, other federal executive bodies and federal services and federal agencies under the jurisdiction of federal ministries, as well as for work in organizations subordinate to the executive power.
- This Decree comes into force on the date of its official publication.
